What it is
The Shareholder Fund was created by the law on free shares and cash compensation in privatization. The law distinguishes a free transfer of shares from cash compensation generated by the sale of shares or stakes recorded in the Privatization Register. Owning Fund shares and being entitled to a particular new payment are therefore not the same thing.
Why it became important
On July 24, Aleksandar Vučić said a payment of 6,000 dinars for every adult citizen of Serbia was planned for September 22. He also said the law must change to include people who became adults after 2007. That statement, rather than an already published payment decision, prompted the discussion.
How the current rules work
Article 2 defines eligible people as those who had turned 18 by December 31, 2007 and meet citizenship, residence, registry and other conditions. Article 3 provides an equal amount of cash compensation for those people. In a clarification reported by Danas, the Economy Ministry said the number of shares in an account does not by itself increase the compensation amount.
What happens with heirs
If entitlement was inherited, the payment may be higher: according to the Economy Ministry, the reason is inherited entitlement, not a larger share package. The law lets heirs of a deceased applicant or eligible person exercise that person's right to cash compensation and a transfer of shares under the same conditions. An inheritance case may require a registry certificate and, after the inheritance ruling, registration of shares through an authorized broker or Poštanska štedionica Bank.
Current status and the next question
September 22 and 6,000 dinars remain parameters of an announced plan. Until adopted legal amendments and an official payment procedure are published, the date, eligible group and payment method cannot be treated as finally confirmed. The next documents to watch are the amendment text, its publication in the Official Gazette, and notices from the Economy Ministry or the Shareholder Fund on the payment process.
